For example, it is already precisely it is known that officials-men will work till 62 years, and the size of exclusive pensions will be reduced by 10 %. Innovations won't concern those citizens who have already issued pensions: the size of payments won't change.
Three levels
Initially in Ukraine, as well as in other countries of the post-Soviet territory the solidary system of provision of pensions functioned. It provided that working citizens make deductions in the Pension fund which pays pensions to the people who have left on deserved rest.
With development of market relations and birth rate reduction this system has appeared unstable. The chief of Feodosian Management of the Pension fund of Ukraine
Lyudmila Mihajlova has explained "Kafa" that in provision of pensions the concept «equality» had appeared when the significant amount of pensioners receive the
identical minimum size of pension irrespective of the labor activity. Therefore the decision to carry out pension reform was accepted.
– As such reform started in Ukraine later, than in many other developed countries, the advanced experience of other European countries has been accepted for the reforming basis, – has explained L.Mihajlova. – It has already proved the success. It is the question of creation of three-level system of provision of pensions of citizens.
The first level is solidary at which the existing solidary system, but in the updated, advanced kind and already as a compound base element of three-level system remains. The second level is memory, based that each worker makes deductions from the salary. To pension age the sum which then becomes the second component of pension depending exclusively from the experience and the size of a salary collects. It is supposed that accumulation are paid to the pensioner during lifetime, and the sum rest is received by its successors. The third level – voluntary. It is based exclusively on will of the person and assumes its participation in nonstate pension funds. The third level already exists in Ukraine according to the Law of Ukraine «About nonstate provision of pensions» from July, 9th, 2003 №1057-IV.
Restrictions
Introduction of the second level depends directly on economic processes in the state, and its practical realization will mention basically young men age till 35 years.
- The practical embodiment of the second level is possible at the sufficient budget of the Pension fund of Ukraine. It is necessary to notice that the preparatory stage for realization of memory system is already passed: the system of the personified account of data on the insured persons is created and functions, the corresponding is standard-legal base is created, - Lyudmila Olegovna has specified. - Now for social justice restoration it is necessary to improve the first basic level of solidary system that people could count on worthy provision of pensions. Now the average pension in Ukraine all on 65 % is more than living wage, and in Europe - it is more four times. And those suffer from it, to whom the pension has been appointed 15-20 years ago.
According to Lyudmila Olegovny, introduction of restrictions concerning exclusive pensions (to civil servants, judges, public prosecutors first of all is planned and etc.), namely:
- Restriction of the maximum size of pensions to 12 living wages established by the legislation for invalid citizens;
- An establishment of pension at a rate of 80 % of the salary, instead of 90 % as now;
- Period increase
(With 24 till 60 calendar months) definitions of the size of an average salary for pension calculation;
- Increase of pension age of the state employees-men till 62 years;
- Working pensioners of this category will receive pensions in the generally established size, as all other not exclusive pensioners.
- Present pensioners don't need to be frightened reforms of pension system as the law of a retroactive effect has no, - Lyudmila Mihajlovna has underlined. - already appointed pensions won't decrease. Thus pensioners can work and receive pension because the state and the Constitution guarantee the equal labor law to all citizens. Simultaneously with restriction of privileges for officials, the prestige of workers of budgetary sphere rises. About it tells the planned introduction additional payments for workers of budgetary sphere (culture, formation and public health services) at a retirement at a rate of ten minimum pensions, now it is 750 grivnas.
